Suellen Satern
Clerk
Suellen was elected Township Clerk in 2021. Before that, she served on the Board of Trustees of Elk Grove Township for three terms. She was also on the board of the Township Officials of Cook County and served as secretary on that board. Suellen was raised in Northbrook, Illinois, and attended…
…Glenbrook South High School. She graduated from Wheaton College with a degree in political science and a concentration in sociology.
Suellen has been employed by District 59 for 24 years, working in the school libraries at Clearmont School in Elk Grove Village and Robert Frost School in Mount Prospect. She is passionate about instilling a love of reading in her students.
She and her husband, Jason, have been residents of Elk Grove Village since 1983. They have two daughters, Kristina and Elizabeth, both graduates of District 59 and District 214 schools, where Suellen was an active volunteer in each school they attended. She is also involved at Village Point Church in Elk Grove Village, where she has organized food drives for the Elk Grove Township Food Pantry. Suellen loves spending time with her two grandchildren, reading, and doing outdoor activities.

Connie Carosielli

As a past president of the Cook County Township Assessor’s Association and a member of its board of directors for the last 30 years, she constantly strives to improve communications with the community through educational outreach programs and public speaking. The Illinois Property Assessment Institute presented Connie with the Marshal Theroux Memorial Award for “leadership and distinguished achievement in the Illinois assessment profession.”
A graduate of Holy Names University in California with postgraduate work, Connie has lived in Mt. Prospect for over 40 years and is committed to serving the community.

Phillip J. Dukes

Family is the driving force in Rob’s life. He has been married to his husband Matthew, an Elementary School Social Worker, since 2020 and enjoys spending his free time with his family and friends cooking, laughing and exploring new spots in his community. Rob is also involved in the Boy Scouts of America, as a former Camp Director of Camp Napowan, and a District Executive. He also volunteers with other local organizations and non-profits.

Jason Wynkoop

Jason is a licensed clinical social worker and has worked in both residential and community-based services as a therapist and a supervisor. He has led…
…programs delivering social services to the community and serving young adults experiencing mental illness. Jason also has experience in government, working as a strategic policy advisor at the Illinois Criminal Justice Information Authority. He is currently the Chief Program Officer for Advocacy and Investigative Services at Chicago Children’s Advocacy Center, where he leads a team that supports child victims of sexual abuse and is supporting the development of a program to serve adult survivors of domestic violence, sexual assault, and human trafficking. He has a bachelor’s degree from Valparaiso University and a master’s degree in social service administration from the Crown Family School of Social Work, Policy and Practice at the University of Chicago.
Jason grew up in Highland, Indiana, and has lived in Denver and Chicago. He and his wife, Sue, have lived in Mount Prospect since 2009. Their daughter, Claire, is a 2025 graduate of Prospect High School.
